Yes, it does spend a considerable amount of time removing langpacks.

Ubiquity is clever enough not to copy files from the langpacks that
won't be used post-install, unfortunately all the fonts and some other
packages still need to be cleared and their postrm called. This can take
up to 50% of an Edubuntu install but won't be fixable unless we do very
ugly tricks in ubiquity or do a major rework of all the langpacks and
font packages to reduce their install/removal time.

Anyway, even though I don't think we have a bug on LP yet, it's been a
known issue of Edubuntu ever since we moved back to the DVD format. This
issue also affects any other DVD image containing a significant number
of langpacks.

Another alternative we considered was simply not to cleanup the
langpacks, keeping them all installed, but we thought that was a very
bad idea as it'd make for huge upgrades when the langpacks are
refreshed, wasting much more than the extra 20min or so of install time,
just in downloading these updates and installing them.
