Maybe there's a udev rule or something getting in the way.  Try 'udevadm
settle' instead of the sleep.  Not clear that this is a GRUB bug at all
- other things would likely fail depending on timing.

Bug description:
  Reproduce step:

  1. Download Ubuntu precise daily build.
  2. Make an Ubuntu live USB stick.
  3. Boot to live system by "Install Ubuntu"
  4. Switch to VT 1 by Ctrl+Alt+F1
  5. Execute the attached script for stress test with root permission.
  # while :; do grub_test_fail.sh ; done

  P.S.
  Some PCs are OK, but some PCs are not.
