Serial port are attributed to the dialout group:
$ ls -l /dev/ttyUSB0 
crw-rw---- 1 root dialout 188, 0 Apr 25 20:35 /dev/ttyUSB0

But the default (administrator) desktop user is not member of dialout:
$ id
uid=1000(tormod) gid=1000(tormod) groups=1000(tormod),4(adm),24(cdrom),27(sudo),30(dip),46(plugdev),109(lpadmin),124(sambashare)
