Could you provide the url where this was implied?

We don't notify 10.04 users that 12.04 is available until the first
point release so 12.04.1.  However, it is possible to upgrade via the
command 'update-manager -d'.

Bug description:
  The 12.04 release notes today suggest that it should be possible to
  upgrade from 10.04 to 12.04 desktop version by selecting "Long term
  support releases only" under "Show new distribution releases:" in
  Update Manager and refreshing the package information. However, no
  button offering to launch the upgrade process appears.
