This is still present during upgrade from 11.10 to 12.04 on a 1024x600 netbook screen if user expands the Details ("Podrobnosti" in Slovenian screenshot) section showing the proposed changes to the system. Collapsing it again does not reduce the window size.
The problem is that buttons Cancel ("Prekliči") and Upgrade ("Začni z nadgradnjo") are hidden out of (below) the screen, leaving the user to wonder what he can do. The only obvious choice is to close the window, aborting the upgrade.
Workaround: set focus to "Details" ("Podrobnosti") then press tab once
to have the focus on cancel button and once more for upgrade button.
Then press enter to trigger the hidden (but now focused) button.

Title:
[Dist-upgrader] Window too big in 800x600
Status in “update-manager” package in Ubuntu:
Confirmed
Bug description:
When using the new version of update-manager to upgrade Breezy to
Dapper Beta the update-manager gives you the choice of opening a
terminal. If you run X in 800x600 you cannot see the last 1/3 of the
dialog because it is outside of the visible area. This, imho, should
be considered a bug since you are not able to scale the size of the
dialog and should the user be requested for input the said user has no
way of knowing this yet even be able to see the possible input. This
could break the installation procedure.
I will render it a very serious bug because a some point during the
installation process the dialog automatically opens the terminal with
no option of restoring to dialog mode.
