I hit the same bug with the similar settings as the descrpition but from
the 12.04 release version. Noticed when login attempts from lightdm
puzzlingly looped back to the login screen without any error message.

Status in “ubiquity” package in Ubuntu:
  Confirmed

Bug description:
  Did clean install from 12.04 beta CD image (downloaded 5th April from
  the UK mirror).  All OK except no home directory for initial user was
  created.

  As a result could not log in to graphical shell until a home directory
  had been created.

  /home was configured for it's own partition.  I don't know if that was
  a factor.
