[Bug 990312] [NEW] Upgrade from previous release fails to show advanced info when needed

During upgrade, it pauses to say that certain services will be stopped,
the problem is it does not show this unless you click the more arrow,
and then use tab to select OK. The user will be wondering why it's
stopped and won't find out until they click the arrow.
