Public bug reported:

I just upgraded my Ubuntu 11.10 to 12.04 after the announcement of the
final release of Ubuntu 12.04. The upgrade process went fine.

But now when I run the update manager it asks for a partial upgrade. But
the funny thing is it installs 84 new packages in installation step,
remove all the 84 packages in the cleaning step!!!

This is happening recursively(Every time I launch the update manager).
Please can you suggest something?
