[Bug 990626] [NEW] cdromupgrade fails with no network connection

Cdromupgrade attempts to pull all packages from the network, even if "do
not include packages from network" is selected.

If there is no network connection, the upgrade fails. This is with the
amd64 alternate CD for Precise.
