To be clear, I believe the drop in connections is from an apache
graceful on the frontends, so there's something in apache/mod_wsgi on
the frontends that's holding connections to rabbitmq open.

Bug description:
Hi,
We're constantly getting paged about RabbitMQ not responding. In the
past, we've been restarting RabbitMQ and on further debugging, it
seems that connections aren't being released causing it to hit a limit
and stop responding.
