We use a formulaic link here whose redirect target is controlled by the

Bug description:
  The Welcome page of the ubiquity installer has a link "You may wish to
  read the release notes" that just takes one to www.ubuntu.com rather
  than a release notes page.  On early alpha/beta or daily ISO images
  perhaps this should take one to an empty wiki page that states that
  the release notes aren't yet written.
