Hi Tv,

Thanks for reporting. User Jobs do work, but as you have established,
they are disabled by default. It is up to the administrator to enable
them iff they want this feature to be available.

User Job support is currently quite basic, but we have plans to enhance
the feature significantly for the next release.

  It seems upstart.deb in 12.04 does not follow

  This makes the user jobs feature practically useless.
