Hi Tv,
Thanks for reporting. User Jobs do work, but as you have established,
they are disabled by default. It is up to the administrator to enable
them iff they want this feature to be available.
User Job support is currently quite basic, but we have plans to enhance
the feature significantly for the next release.

Title:
user jobs do not work
Status in “upstart” package in Ubuntu:
Won't Fix
Bug description:
tv at brute:~$ install -d ~/.init && echo exec /bin/date >.init/test.conf && initctl start test
initctl: Rejected send message, 1 matched rules; type="method_call", sender=":1.570" (uid=1000 pid=525 comm="initctl start test ") interface="com.ubuntu.Upstart0_6.Job" member="Start" error name="(unset)" requested_reply="0" destination="com.ubuntu.Upstart" (uid=0 pid=1 comm="/sbin/init")
It seems upstart.deb in 12.04 does not follow
http://upstart.ubuntu.com/cookbook/#enabling
This makes the user jobs feature practically useless.
