Bug description:
  See Bug #889171 for the history, but basically, the security team
  prefers this to not ship by default as it's a security sensitive
  component that most users don't need.  Users should be prompted to
  install it when they need it.

  NOTE: this only requires a seed change, but this bug is open for
  tracking a change to a stable release
