Ah I think I see the issue...

The default is to only check 60 lines for the match to determine the
license.

$ licensecheck --lines 641 /usr/share/doc/python-ubuntuone-storageprotocol/copyright 
/usr/share/doc/python-ubuntuone-storageprotocol/copyright: UNKNOWN

$ licensecheck --lines 642 /usr/share/doc/python-ubuntuone-storageprotocol/copyright 
/usr/share/doc/python-ubuntuone-storageprotocol/copyright: AGPL

$ licensecheck --lines 644 /usr/share/doc/python-ubuntuone-storageprotocol/copyright 
/usr/share/doc/python-ubuntuone-storageprotocol/copyright: AGPL (v3 or later)

  New

Bug description:
  The package python-ubuntuone-storageprotocol has a copyright that is
  "AGPL-3 with OpenSSL exception".

  When you run licensecheck against that file it returns UNKNOWN.
