[Bug 1037394] [NEW] Add python-qt4-dbus to dependencies

Public bug reported:

Without python-qt4-dbus installed, ubiquity silently fails.  On a
minimal install, python-qt4-dbus is not installed when ubiquity-
frontend-kde is installed. Adding python-qt4-dbus will fix this.
