I had similiar behaviour on my system (details were described in other
bug discussion: https://bugs.launchpad.net/bzr/+bug/190725/comments/19
).

My suggestion is that error message in such case should be more usefull
(I know that operation was not permitted, but I don't know what
operation, why, what to search in google, how to fix etc).

Status in “ntfs-3g” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: ntfs-3g

  When I extract an archive I get lots of error messages like this

  Cannot utime: Operation not permitted

  And the exit status of tar is not 0. This will prevent some commands
  such as apt-get source to correctly extract the source that it
  downloads.
