[Bug 1039979] [NEW] Avoid automatic apt-get update on mobile broadland

Public bug reported:

Mobile internet provider usually limit network speed after 1Gb of
transfer (that's the best option in Europe actually, other options are
charging for extra or blocking after the transfer limit).

Is it possible to prevent Ubuntu from checking for updates automatically
if connected on mobile broadland ?

It would be fantastic if it only checked for updates daily when
connected on wifi or ethernet, but never when connected on mobile
broadland.
