[Bug 1042244] [NEW] software-properties, string #28: not enabled, can not disable it

Public bug reported:

While translating I came across string #28 which says:
Error: '%s' distribution component is not enabled, can not disable it.

If the component already is disabled, why give an error message?
It does not sound correct, but I could be wrong.
