In this context, the "Install Updates" button is a non-sequitur. Please
hide/remove it altogether.

(If it notified you only of new Ubuntu versions, and was immediately
below the Ubuntu version number, then it might make sense.)

Bug description:
  When I open the Details settings panel, I can click the Install
  Updates button on the bottom right when updates are available. When I
  click that button, Update Manager opens and (as is the default
  behaviour) begins checking for updates. This does not fit nicely with
  the label on the button, and the activity is redundant: the system
  already checks for updates when the Details panel is opened, and the
  button says "Checking for Updates" while that happens.
