Bug description:
  I've tried upgrading from Ubuntu 11.xx to 12.4.1 and have received the
  following error message;

  W:Failed to fetch copy:/var/lib/apt/lists/partial/security.ubuntu.com_ubuntu_dists_precise-security_main_i18n_Translation-en  Encountered a section with no Package: header
  , E:Some index files failed to download. They have been ignored, or old ones used instead.

  The upgrade fails and the system backs out to the old install.
