Do you mean entries like so:
Ign http://security.ubuntu.com quantal-security InRelease
?
In that case, it's normal. Apt checked the headers and the file has not
been modified on the mirror (no changes to the file) hence it used the
previously downloaded one instead. This is an optimisation to prevent
re-downloading the same thing over and over and over again.
Or do you mean something else? In that case please explain what you
mean.

Also ubiquity is not the right package to report a problem about apt.
Please report problems against correct package, which in this case is
apt.
