[Bug 1044366] [NEW] Software Updater buttons ambiguous

Public bug reported:

Did a fresh install of Quantal alpha 3, then ran Software Updates.
It said
  "Not all updates can be installed"
and gave the choices
 Settings, Partial Upgrade, Continue

I can't tell what the difference between "Partial Upgrade" and
"Continue" are.

Those choices should be clarified to actually say something meaningful
so at least a technically minded user who's done lots of partial
upgrades in the past doesn't scratch his head and say "WTF is the
difference between those buttons?"
