Freshly installed LTS, apparently portmap creates the needed directory,
still the iscsi shutdown hangs...

  /etc/init.d/open-iscsi restart
   
   * Disconnecting iSCSI targets                                                                                                                                      [ OK ] 
   * Stopping iSCSI initiator service                                                                                                                                 [ OK ] 
   * Starting iSCSI initiator service iscsid                                                                                                                          [ OK ] 
  ln: target `/lib/init/rw/sendsigs.omit.d/' is not a directory: No such file or directory
   * Setting up iSCSI targets   

  This causes iscsid to be killed prematurely during shutdown and
  eventually causes the shutdown to hang.
