The 'user reference' docs don't seem to be built in the plain html
format, but they are in the sphinx-html. The Ubuntu/Debian packages
don't build the sphinx docs (LP: #514609).

Bug description:
  This is bzr-doc 2.1 (2.1.0-1~bazaar1~karmic1) installed via ppa on
  ubuntu 9.10.

  The current link is broken:
  file:///usr/share/doc/bzr/html/en/user-reference/bzr_man.html

  /usr/share/doc/bzr/html/en/user-reference/ is not installed. I tried
  'make docs' on bzr trunk and found that user-reference is not built
  anymore.
