Bug description:
  My build system is now broekn because I haveone package (ros) that
  depends on libcurl4-openssl-dev and one package (openscenegraph) that
  depends on libcurl4-dev.  While libcurl4-gnutls-dev and libcurl4-nss-
  dev both have a Replace libcurl4-dev to provide the virtual package,
  libcurl4-openssl-dev does not.  Furthermore libcurl4-openssl-dev
  cannot be installed with either of the other two packages, so they
  conflict but do not have the same Replace packages.  This problem has
  been seen by MANY people that use ROS and there are no good answers.
  IT seems to me that the easiest answer is to properly have this
  package declare it's replacements and conflicts.
