Public bug reported:

After some mayor updates, the update manager notifies that the updates
will take make effect after restarting the computer. This is shown in a
dialog box which only has a restart button, and does not have a close
button. This can't be! The user must be free to decide whether he will
restart now or later.

** Affects: update-manager (Ubuntu)
     Importance: Undecided
         Status: New
