While the Soyuz task of this bug might be a duplicate, that's not true
for the update-manager part and it would hurt to make the information in
#45129 invisible, hence unmerged.

If you have packages from third-party repositories configured, update-
notifier should not be looking at changelogs.ubuntu.com for their
changelog information.
