Closing since this is a known and documented configuration issue with
ancient hardware, not a bug.

Title:
  System doesn't start if was not installed to first partition

Status in “grub-installer” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: base-installer

  I just installed Intrepid (Alpha) to a new partition of my 120 GB SATA
  HDD. The partition layout is as follows:

  sda1: 40 GB (which is / on my original system)
  sda3: 65 GB (which is /home on my original system)
  sda4: 10 GB (usually free, now / for Intrepid)
  sda5: 5 GB (swap)

  The first system start after the installation went smooth. After
  shutting down the next system start ended up with an "Error 18" in
  Grub.

  This might be a problem related to Grub but the base-installer should
  consider that problem and give at least a warning.
