Ok I just find the new repos here:

cat cd /usr/share/python-apt/templates/Ubuntu.mirrors

I'm using Ubuntu 12.04 for me this bug is fixed, but not in all the
supported releases, only in Oneiric and Precise.

Natty, Maverick, Lucid and Hardy has this problem

  The old official packages mirror in Colombia is down

  Because we made another new and shiny mirror server :)

  The file in /usr/share/python-apt/templates/Ubuntu.mirrors needs to be
  updated.

  Also, this file can be updated in old releases of Ubuntu ?? (Hardy,
  Karmic Lucid, Maverick)

  The new server has this available protocols
