Moving to software-properties package, as that's where the check for
updates and download updates settings can be found, only you can open
the dialog from Synaptic->Settings->Repositories.

Bug description:
  In Software Sources, I have checked "Check for updates ... Daily" and
  "download updates in the background;" however, it does not check for
  updates.  If I manually check for updates, it does not download the
  updates in the background.

  I have another Ubuntu system with the same settings, and it works
