That PPA wants to upgrade the packages 'gnome-control-center ' and
'libglib2.0-0 ' among others I am sure, but the system does not want to
upgrade them because it may break other packages. Usually this is not a
problem with a PPA because it handles all dependencies. It may be a
poorly put together PPA though, I am not sure. Also consider the fact
that its not 'stable' but 'testing'.
