  Preconfigures packages multiple times

Status in “update-manager” package in Ubuntu:
  New

Bug description:
  Running a natty->oneiric upgrade, and watching the terminal output,
  shows that the "Extracting templates from packages" / "Preconfiguring
  packages" phase is executed *four* times consecutively before unpack
  of packages starts.

  That seems a bit weird. And wastes time, especially if you happen to
  have apt-listchanges installed.
