It seems to be an issue with the pt mirror of the Ubuntu archive as if
you go to the main mirror you can access the deb file mentioned in
comment #6.

http://archive.ubuntu.com/ubuntu/pool/universe/g/gmp4/

Regardless this is not a bug in update-manager but rather the mirror.
