[Bug 916306] [NEW] Grub2 defaults with boot option of 'vt.handoff=7' in /boot/grub/grub.cfg with server 11.10.

Public bug reported:

As this is a server install and does not install X11 it just "seems" to
hang after boot with a blinking cursor in the topleft corner. It was
easily fixed by changing 'vt.handoff=7' to 'vt.handoff=1'.

However, I would of expected some form of logic in the generation of the
grub.cfg rather than just a hardcoded vt=7.

Ubuntu 11.10 server
Grub2 1.99-12ubuntu5

** Affects: grub2 (Ubuntu)
     Importance: Undecided
         Status: New
