Bug description:
  I had an earlier similar problem updating with Ubuntu Update Manager.
  Apport did not initiate a report and I updated/upgraded and dist-
  upgraded using apt with no problem.

  Release 12.04 (precise)

  I expected Update Manager to work
  It didn't
