The problem is also present in 11.10, and probably earlier versions as well.
http://askubuntu.com/questions/69480/wireless-networks-device-not-managed
describes the problem and the workaround.
The problem is triggered by using wireless in the alternate
installer; this adds lines in /etc/network/interfaces such that network manager doesn't
try to manage it. Commenting out the appropriate lines in /etc/network/interfaces
and doing 'service network-manager restart' worked around the problem permanently in ubuntu 11.10.
So it's an argument between the alternate installer and network-manager, I guess?
See related bug 917399 which describes a second symptom of this problem.

Title:
Atheros wireless doesn't work in Ubuntu 12.04 alpha 1
Status in “debian-installer” package in Ubuntu:
New
Bug description:
lspci reports
07:00.0 Ethernet controller: Atheros Communications AR8131 Gigabit Ethernet (rev c0)
This device works fine in Ubuntu 11.10 32 bit, but doesn't see any networks in Ubuntu 12.04 alpha 1 64 bit,
before or after doing a full update.
The system is an Asus G60JX laptop ( see http://kegel.com/linux/asus-g60jx-laptop.html ).
(Wired networking is also somewhat broken, see https://bugs.launchpad.net/ubuntu/+bug/917399
or I would have reported this using apport on the affected system.)
