The constraint is intentionally not whether X is installed or not, but
whether Plymouth is going to display a splash screen, as determined by
whether the 'splash' word is in the target kernel command line.  If
Plymouth isn't correctly switching back to VT 1 for login, then that's
its problem.

  Confirmed

Bug description:
  When I do a simple install from the mini netboot iso, I'm always
  presented with vt 7, which doesn't have X nor getty.  I have to switch
  to a console that has getty on it before I can log in.

  This might confuse users who don't know about this, who might wait
  indefinately thinking boot has not complete.
