[Bug 918323] [NEW] Debconf prompt for /etc/init/network-interface-security.conf when upgrading to precise

Public bug reported:

During an upgrade from 11.10 to 12.04 I encountered a prompt about
/etc/init/network-interface-security.conf (see attached screenshot). The
prompt asks me whether to keep the current file or use the new one. When
the prompt appeared, I checked the filesystem to look at the file. I do
not see /etc/init/network-interface-security.conf on the filesystem at
all, and I am fairly sure that if it did exist in the past, I neither
changed it or deleted it:

steve at steve-desktop:~$ ls -l /etc/init/network-interface-security.conf
ls: cannot access /etc/init/network-interface-security.conf: No such file or directory

The 'Different between the files' widget in the debconf dialog is empty,
presumably because the 'old' file does not exist on my disk.

There may be 2 bugs here:
1) The file went missing (it is present on another machine running 11.10)
2) The user was prompted to replace a non-existent file
