On my testbed machine, the option to install updates only appears when
the update-manager is running.  Like Brian said, it does not seem to be
there when its not running.  Are you sure that its really not running
when you right click?  Try running this in a terminal to verify it is
really not running:

ps -e | grep update
---

Bug description:
  When the update-manager icon is kept in the Unity dash, it shows an
  option to install all available updates when right-clicked. Chosing
  this option does not work, unless update-manager is currently running
  (which makes this option pretty usesless, as the running update-
  manager has an "Install" button anyway ;-) ).
