Precise software-properties are set to daily, screenshots of dconf settings are there, bug 913325.
Diff of dconf apps.update-manager Oneiric launch-time: 1327069527 and Precise: 1327222860.
Diff of dconf com.ubuntu.update-notifier Oneiric release-check-time: 1326913693 and Precise: 1326748631.
Those numbers haven't been manually changed by user. Oneiric was a
desktop upgrade, Precise a fresh installation on laptop.
Online now since about half an hour, nowhere an indication of updates
available.

Title:
Doesn't check for updates when connection becomes available
Status in “update-manager” package in Ubuntu:
Triaged
Status in “update-manager” source package in Jaunty:
Won't Fix
Bug description:
During the https://blueprints.launchpad.net/ubuntu/+spec/jaunty-
desktop-network-changing blueprint discussions it was identified that
update-manager lacks a proper integration: it should trigger update of
Packages list when network-manager becomes available.
<https://wiki.ubuntu.com/SoftwareUpdates#check-automatic>: "Once it is
due to check for updates, it should try to check one minute after the
first time any administrator connects to the Internet."
(This bug report originally also covered discouraging updates on
mobile broadband, now reported as bug 776374. See also bug 272131.)
