Public bug reported:

In 11.10, command-not-found would detect whether you're admin or not and
adjust message accordingly. In 12.04, I always get this message:

The program 'quilt' is currently not installed.  To run 'quilt' please
ask your administrator to install the package 'quilt'

...even though I'm administrator (i e has privilege to run sudo).
