Public bug reported:

The addition of 'resolvconf' to ubuntu-minimal's Depends introduces too
many problems, mostly because it replaces /etc/resolv.conf with a
symbolic link to content in the /run hierarchy. This is particularly
undesirable within a chroot. Additionally, resolvconf is generally known
as a seriously broken piece of software, and so it needs to be removed
from ubuntu-minimal's Depends.
