I have no idea how you prepared this USB drive, but that package is from
Debian, not Ubuntu.  This looks like an error in the way you prepared
the drive, not an installer bug.

Bug description:
  Installer crashed with the message.

  "tyring to overwrite '/etc/console-setup/compose.ARMSCII-8.inc', which
  is also in package console-setup 1.76."

  I was installing from the July 14th daily build iso from a usb thumb
  drive.
