I can't have my update manager launched and can't get any new software

1) The release of Ubuntu you are using, via 'lsb_release -rd' or System -> About Ubuntu
UBUNTU 12.04 LTS

2) The version of the package you are using, via 'apt-cache policy pkgname' or by checking in Software Center
Can't find it.

I wanted to install a new software and update existing ones

Didn't open at all

This is not the first time it happened. But I've already done a lot of
things and reinstalled Ubuntu 3 times in the last 3 months - and really
wouldn't like to do it once again to get it working properly.
