I ran update-manger -d on a precise system and receive the release notes
in text.  I then installed update-manager from -proposed and had a nice
pretty version of the release notes.

Bug description:
  update-manager.install is missing ReleaseNotesViewerWebkit.py so
  update-manager is always using the text files and not the html.

  Test Case:
  1. use precise
  2. run update-manager -d
  3. verify that the release notes are displayed as text
  4. install update-manager from precise-proposed
  5. run update-manager -d
  6. verify that you get a html release notes page now
