Ah, my bad. Invoking update-manager as root is the reason why a
different theme is used. Sorry.

  Despite having set the GTK theme to Default (Raleigh) in settings.ini,
  the update manager still uses the orange Ubuntu theme. I use the
  Blackbox window manager and my GTK settings look like this:

  $ cat ~/.config/gtk-3.0/settings.ini 
  [Settings]
  gtk-theme-name = Default
  gtk-icon-theme-name = hicolor
