Thanks Evan.
I changed the APT:Cache-Limit to 52428800 and the error is not a
critical one any more. I am using a DELL INSPIRON 1545 and have
partitioned my 250 GB Hard drive into 4 partitions and it looks like
the partition has run out of space though my m/c has enough space on it.
I am trying to upgrade from Lucid Lynx 10.04 LTS to Precise Pangolin.
Saw the comment about asking 10.04 users to wait until July just now.

Could not initialize the package information
An unresolvable problem occurred while initializing the package
information.
Please report this bug against the 'update-manager' package and
include the following error message:
'E:Dynamic MMap ran out of room. Please increase the size of APT
::Cache-Limit. Current value: 25165824. (man 5 apt.conf), E:Error
occurred while processing e2fsprogs (NewFileDesc2), E:Problem with
MergeList /var/lib/dpkg/status, E:The package lists or status file
could not be parsed or opened.'
