I was told shortly after I first opened this bug that this was because
the state of Quantal development is so new that the build process hasn't
yet reached the point that there are contents populated in those
directories.   Once  development has progressed a little bit more
completely this situation will resolve itself of its own accord.

That''s how I understand it anyway.

It would be nice if the various update manager applications handled the
exceptions a little bit more elegantly - but that's what it is.

Bug description:
  Using either the update-manager  or aptitude some of the pachages
  cannot be found or dowloaded.  This seems to also prevent the Ubuntu
  Software Center from laoding properly.
