This bug is particularly annoying on older releases, say, 10.04.

Because mirrors goes in and out.
Users using older releases have to edit sources.list themselves to utilize newly approved mirrors.
Users using older releases may also waste time on discontinued mirrors.

Bug description:
  The current list of mirrors in software-properties is static (and part
  of python-apt). This needs to get moved to software-properties and it
  needs to be able to update the mirror list regularly within the
  softtware-properties GUI.
