Actually, no. It was probably introduced to faciliate cross-building,
although the changelog could do a better job of explaining this.

Bug description:
  Debian sid has released attr 1:2.4.46-7 while quantal still has 1:2.4.46-5ubuntu1.
  Though there are such no changes in Debian. Merging it would make MoM happy.
